Gerinti bendruomenės svarbos jūrų teritorijų politikos priemonių efektyvumą (TRITON - Improve the policy insTRuments efficiency of the marine sITes of cOmmunity importaNce)

TRITON projektą bendrai finansuoja „Interreg Europe 2021–2027“ programa, remianti tarpregioninį bendradarbiavimą visoje Europoje. „Interreg Europe“ siekia sumažinti vystymosi lygio, augimo ir gyvenimo kokybės skirtumus Europos regionuose ir tarp jų bei padeda vietos, regionų ir nacionalinėms valdžios institucijoms visoje Europoje kurti ir įgyvendinti geresnę politiką. Projektas prisideda prie „Žalesnės Europos“ programos 2-ojo politikos tikslo ir yra orientuotas į konkretų tikslą „Gamta ir biologinė įvairovė“.

TRITON projekto tikslas – tobulinti veiklos programų politikos priemones ir projekto partnerių nustatytų jūrų bendruomenės svarbos teritorijų (BST), specialių saugomų teritorijų (SST) ir jūrų saugomų teritorijų (JST) valdymo planus. Projekto tikslas – nustatyti geriausią praktiką ir ja pasidalyti su pagrindinėmis suinteresuotosiomis šalimis, tobulinant valdymo įstaigų ir suinteresuotųjų šalių įgūdžius, įgyvendinant mokymosi renginius ir atliekant tarpusavio vertinimus.

Bendras TRITON projekto biudžetas yra 1 399 960,00 EUR, iš kurių 1 119 968,00 EUR finansuoja Europos regioninės plėtros fondas (ERPF), o 279 992,00 EUR – nacionalinis bendras finansavimas arba tiesioginiai projekto partnerių įnašai. TRITON pradėtas 2025 m. gegužės 1 d. ir tęsis iki 2029 m. liepos 30 d. Pirmieji treji metai sudaro pagrindinį etapą, kurio metu kiekvienas partneris, bendradarbiaudamas su suinteresuotosiomis šalimis, įgyvendins pasirengimo etape nustatytus patobulinimus. Paskutiniai ketvirtieji metai skirti atnaujintų politikos priemonių stebėsenai ir jų ilgalaikio poveikio vertinimui.

Partnerystę sudaro šešios institucijos iš skirtingų Europos šalių, kiekviena prisidedanti savo unikalia patirtimi ir teritoriniu kontekstu. Projektui vadovauja Italijos Torre Guaceto valdymo konsorciumas, kuris daugiausia dėmesio skiria Torre Guaceto valstybinio gamtos rezervato ir bendruomenės svarbos vietovės „Torre Guaceto e Macchia S. Giovanni (IT9140005)“ valdymo plano tobulinimui. Ispanijoje Mursijos regiono autonominė bendruomenė – Gamtos paveldo ir klimato politikos generalinis direktoratas – dirba siekdamas tobulinti Mursijos regiono veiksmų programą pagal ERPF 2021–2027 m. Rumunijos Dunojaus deltos nacionalinis mokslinių tyrimų ir plėtros institutas, padedamas susijusios politikos institucijos – Dunojaus deltos biosferos rezervato valdymo organizacijos, atnaujina Dunojaus deltos biosferos rezervato valdymo planą ir jo reguliavimo sistemą.

Iš Nyderlandų Infrastruktūros ir vandens ūkio ministerijos vykdomosios agentūros (regioninis skyrius) rengs Doggerio kranto specialiosios saugomos teritorijos „Natura 2000“ valdymo planą. Mažosios Lietuvos saugomų teritorijų direkcija įsipareigojo tęsti Pajūrio regioninio parko valdymo plano rengimą. Galiausiai, Juodkalnijos Ekologijos, tvaraus vystymosi ir Šiaurės regiono plėtros ministerija patobulins šalies jūrų aplinkos apsaugos strategiją.

Šie partneriai kartu siekia stiprinti jautrių jūrų teritorijų valdymą, keisdamiesi patirtimi, gerąja praktika ir kurdami veiksmingus sprendimus, pritaikytus jų politikos kontekstui. TRITON suteikia vertingą platformą ilgalaikiam tarpvalstybiniam bendradarbiavimui kurti ir atspariam bei įtraukiam aplinkos valdymui skatinti.

The TRITON project is co-financed by the Interreg Europe 2021–2027 programme, which supports interregional cooperation across Europe. Interreg Europe strives to reduce disparities in the levels of development, growth and quality of life in and across Europe’s regions and helps local, regional and national governments across Europe to develop and deliver better policy. The project contributes to the policy objective n. 2 of the Programme for a “Greener Europe” and it is focused on the specific objective “Nature and biodiversity”.

TRITON project aims to improve the policy instruments of operational programs and the management plans of marine Sites of Community Importance (SCIs), Special Areas of Conservation (SACs), and Marine Protected Areas (MPAs) identified by project partners. The project seeks to identify best practices and share them with key stakeholders, enhancing the skills of managing bodies and stakeholders through the implementation of learning events and peer reviews.

TRITON project has a total budget of €1.399.960,00, of which €1.119.968,00 is funded by the European Regional Development Fund (ERDF) and €279,992.00 is covered through national co-financing or direct contributions from the project partners. TRITON began on May 1st, 2025 and will run until July 30th, 2029. The first three years constitute the core phase, in which each partner will implement the improvements identified during the preparation phase in collaboration with the stakeholders. The final

fourth year is dedicated to monitoring the updated policy instruments and assessing their long-term impact.

The partnership consists of six institutions from different parts of Europe, each contributing with their unique expertise and territorial context. The Management Consortium of Torre Guaceto in Italy leads the project and focuses on improving the management plan of the State Nature Reserve of Torre Guaceto and the Site of Community Importance "Torre Guaceto e Macchia S. Giovanni (IT9140005)". From Spain, the Autonomous Community of the Region of Murcia – General Directorate of Natural Heritage and Climate Action is working to enhance the Operational Programme of the Region of Murcia under the ERDF 2021–2027. The Danube Delta National Institute for Research and Development in Romania is engaged in updating the Danube Delta Biosphere Reserve Management Plan and its regulatory framework, supported by its associated policy authority, the Danube Delta Biosphere Reserve Authority Organisation.

From Netherlands the (Regional Branch of the) Executive Agency of the Ministry of Infrastructure and Water Management, which will work on the Natura 2000 Management Plan for the Dogger Bank Special Area of Conservation. The Administration of Lithuania Minor Protected Areas, committed to advancing the Management Plan of the Pajūris (Seaside) Regional Park. Finally, the Ministry of Ecology, Sustainable Development and Northern Region Development from Montenegro will improve the country’s Marine Environment Protection Strategy.

Together, these partners aim to strengthen the governance of sensitive marine areas by exchanging experiences, good practices, and developing effective solutions tailored to their policy contexts. TRITON provides a valuable platform for building lasting cross-border cooperation and promoting resilient and inclusive environmental management.
